Issuing automatic import licensing for fresh food carried via air

According to the reflection of some enterprises that have faced difficulties in implementing the regulations of Circular 24/2010/TT-BTC issued in 28 May 2010 by Ministry of Industry and Commerce regulating the issuance of automatic import license for some goods, that has been in full force and effect since 12 July 2010 and in order to protect the quality of imported fresh and raw food.

On 12 July 2010, Ministry of Industry and Commerce has issued 6864/BCT-XNK to demand Department of Customs to cooperate in leading Customs agencies to implement some following regulations:

The term of certification of the automatic import license for imported fresh, raw, frozen food that are carried via air within the list of goods that shall be registered for automatic import in accordance with the above-mentioned circular shall be applied as goods imported via land according to Clause 1 of Article 2 and Clause of Article 3 of Circular 24/2010/TT-BTC.

Concretely:

  • Automatic import license shall be in force and effect within 01 month and shall be reconciliated monthly by Customs after each good-trip.
  • In the documents for registration of Automatic Import License, importing enterprises do not need to submit bill of lading or transportation document but shall have to submit the report on the import of the certified previous import registration application in accordance with the form in Appendix 05 of Circular 24/2010/TT-BTC.
